The national debt requires an explanation, and bad civilian management is a convenient place to begin. Elected leaders approved the policies and appointees supplied the direction, but career staff were still in the building when the bill arrived. The personnel records should make them easy enough to find.

Who makes better decisions? We recommend looking at the results, provided the review preserves leadership’s ownership of the strategy and assigns everything that happened afterward to implementation.

A growing debt is a convenient management exhibit. The exhibit becomes less convenient if the review starts following tax and spending decisions to the people who made them.

Experience remains relevant to assigning responsibility, even where it has been ruled out as a qualification for authority.

When an employee leaves and the work remains, outside expertise offers a practical way forward. Its price can be explained by the importance of the requirement, provided the explanation does not reopen the question of why the employee was encouraged to leave.
